The Two Sisters Recycling business located in the Plaza parking lot won an OK for its non-conforming use permit to continue operations after a hearing March 16 by the Cordova Planning Advisory Council (CORPAC). While a number of residents expressed concern about some of the clientele that use the facility, no one expressed concerns about the business itself. Important issues were raised about how to deal with people who scavenge through recycling cans especially the nights before the weekly pickup. A few voiced problems with people even going into yards seeking recyclables. County code makes it illegal to remove materials from cans once they are on the street for pickup; at that point they become County property and residents can call to report removal of recyclables then. However, such calls are a low priority for law enforcement. Thus far this business has conformed to the conditions placed on it.
CORPAC is an official County body, one of 14 in the unincorporated areas of Sacramento, that provides the initial hearing forum for any land use proposals in its area. This provides a useful and convenient opportunity for those most affected by a proposal to voice their concerns or support.
